New Scouting

I saw they were redoing how the scouting worked from OOTP14. I read something like "with the new scouting when you see a player that is 60/100 you always know he is above average, and that 60/100 is one standard dev above the mean." How do you enable the new scouting, do you check the box that lets you compare it to the rest of the mlb? Also, is anybody aware how much it would require for 2 and 3 standard deviation above the mean? Thanks.

It isn't standard when you start a league you have to switch it. In your setting there is the option, league setting i believe. It's in the same spot where you can change whether you want "20-80" or "1-20" ratings or what have you.

Can you be a little more specific? Is it the box that you check and then it compares scouting to the mlb?
