You can certainly build a league that way by importing selected players. However, have you looked at this quickstart game that comes with OOTP 15?

I'm thinking of creating a league with the nations (world Cup classic with IBAF Ranking) but with the best all time players on MLB

i setting my new league with 16 team nations on 4 division (4 teams)
Europe division , Asian Division , Central American Division and North American Division
15 play match at home and 15 match away
division wins playoff (4 teams)
draft round order by ranking world cup classic
can you help me for setting my league
