i am in commissioner mode and would like to manage other teams. could someone please explain the process

When you are starting a game and get to the input Manager screen, you have an option to add more Managers. Add Managers there. You can add as many as you want. Make sure to set them to teams.

Then, when you boot into the game, you can swap between the managers by being in Commissioner Mode, and under the Management Tab, there is an option to switch Managers. This should list all the managers you have created, and you can move to the other manager.
