Trading With Rebuilding Teams

Long time player (OOTP v4) returning after 4/5 years. Great improvements and since I play out all my games the 3D player animations are good (with just a few "oddities").

For the 2019 season there are 5-7 teams that show "rebuilding" in the trade screen. I always start a new league with a fantasy draft. My trade settings are "hard" and "favor prospects".

When I trade with teams that are "rebuilding", I have to change the trade setting to "very hard". And even at that setting I can make trades that are always very favorable to me...and I have to impose a house rule not to trade with these type of teams...btw financials are off in all cases.

I question the "AI logic" in this instance...rebuilding versus fire sale.
