RFA turned off in online league

This isn't a bug, it was a poor commissioner decision when the league was created (the original league creator is no longer in the league). Is there a way to get RFA and offer sheets turned back on? The game does not allow me to checkmark it on July 1 like other options. Can an admin or the developer perhaps change this setting if I send the file?

Any help or advice is greatly appreciated!

We could edit the value in the save, but it's probably not a good idea - turning RFA on in mid-game with regular free agency already active is going to issues with current players getting the proper contract expiry status, and probably some additional unanticipated consequences. If you had no free agency active at all it might be workable, but since free agency on is the default, I'm guessing it's not like that.
