Can't sign international FAs

I have created a fictional league. International free agents are being generated and signed by other teams, but I am unable to sign any with the team I am controlling? The "offer contract" option does not come up in any of the popup boxes for me.

Anyone have any ideas why this might be happening?

Well, other teams are signing them, so they must be enabled.

Yes, that is enabled and they are being generated. My team also has plenty of $$$ available for FA signings.

In all the years of OOTP, I've never run into this.

How much do you have to spend on International Amateur FA's? The amount you can spend is restricted by what your setting is. Plus if you spend a bunch 1 year, you may be over the limit for the next year.

Well sure, if you want to bring logic to the situation....

The only time I've not been able to sign intl FAs is when there is no budget room. Do you need positive Cash or positive Budget rather than positive FA Signing room? I forget off the top of my head where the bonuses come from exactly in the budget.

I am showing 1,529,926 available for FA, 3,189,780 for extensions, 1,357,926 projected budget room and 172,000 cash. I haven't spent any $$$ on international FA previously - well, basically I can't.

The other weird thing is that I took control of another team momentarily and I don't get the offer contracts option with that team either? Yet, it shows some international FAs have been signed by other league teams.

I must be missing a setting somewhere, but danged if I can figure out where.

Who do you have set to do your signings on your Manager options page?

Are you the GM, or just the manager?

I am GM. Have settings to do everything but set minor league line-ups
