League Nation Determines Player Nationality

This is what I would like to see in OOTPs for the future, because I don't believe it is occurring in my current OOTP 9 and I do not know if it is a feature yet in OOTP 10 because I'm still playing my 9 universe.

I would like whatever nation a league is to determine the nationality of the player when I hit fill this league.

I'll give you an example. Let's say I have a Single A league in Mexico with a parent Major League in the United States. If I hit fill this (Single A league) with players, I would like them to be Mexican players. The draft for the parent Major League can add American players every year.

Any thoughts/solutions to this problem?

I would like to be able to specify the percentage of nationalities in every league. Part of league setup should be a list of all the countries with a box next to it that you could enter a percentage.

For example:

United States: 70%
Canada: 2%
Dominican Republic: 12%
Puerto Rico: 6%
Japan: 4%
Panama: 3%
Mexico: 2.5%

...and so on.

This same screen could come up whenver you fill which would solve Arlie's problem.
