Need some assistance

I bought FHM4 the day it was available and love it! But I want to expand the NHL and want to be the GM/Coach of the expansion team. But I am not sure how to do that. Can someone please help?

You'll have to play through the first season, then, after 2017-18 ends, on July 1 2018 go to the League Edit screen and click on "Expand League" (bottom left corner) to start the expansion process.

Do I have to assume a position as a GM/Coach of an NHL team in order to expand the league? I went through the 2017-2018 season unemployed and on July 1, I was not able to expand the league.

No. But you need to be in Commissioner Mode.

Do I select commissioner mode when I start a new franchise?
Or where do I get access to checking off to be in commissioner mode?
Not quite sure where and when I need to do that.

You can either start with it on in setup, or change into commissioner mode in Manager Options at any point unless you've started the game in Challenge Mode - that'll lock you out of the ability to turn Commissioner Mode on.

I understand now. I was always in Challenge Mode, which knocked me out.
