What is "good"
In a lot of systems you'll see something like "requires good passing skills from players." So what is the defining level of good here? How low can a rating go while still be considered "good"?

I think it depends on the league but if we're talking NHL I usually consider 16+ or the blue coloured ratings to be "good".

"Average" for most skills is around 12-14 at the NHL level, so maybe slightly lower than that.
The tactical role requirements of each tactic will tend to enforce the descriptions provided in the text, so a lot of the roles required for a system that mentions good passing skills will have requirements for passing-oriented attributes. If a team's lacking players who can fit them, their tactical role scores will be low. It'll be a little clearer to see that at a glance once the suitability scores for tactics are added in the upcoming update - a team with poor passers will show a low suitability number for a tactic that requires good passing. |
