Viewing Passwords?

Is there a way as commish to view a human manager's password? It doesn't seem like there is, so what if they forget it?

No, but if you go into their portal, you can reset it.

Apparently the "Act As" setting doesn't get it.

This works just fine this way. If the Commish forgets his pw, then you're really up a creek with no paddle.

Forgetting the league password would be horrible. I generally save the passwords on a sheet of paper at home, just in case.
