can you start an expansion team in this game? and I dont mean Vegas, I mean make another new team and start from scratch

You can expand the League on July 1st if you're not in Challenge Mode. League Tab - League- Edit - Expand League.

You cant expand the league in challenge mode? Wouldnt that be the biggest challenge?

Maybe. But the point of challenge mode is to test your skills and earn achievements. If you have the ability to manipulate FA signings or Trades you can easily get many achievements, hence why Challenge Mode is locked.
