Montreal Canadiens has 115 players in their roster
Montreal has 115 players in roster and almost all of them have (TO) after their name, didn't find anywhere info what it means but I'll assume it stands for try out. Other teams have 20-30 players in their roster while Montreal has 115, that can't be right?

Yeah, something's gone wrong there, the AI teams are supposed to be limited to 15 tryout players. Could you upload that save so we can have a look at it?

Very weird. At least they properly released them all at the end of the preseason, but they shouldn't have been able to get that many to begin with. And all the other teams seem to have stuck to their 15-player limit.
