How is the quality of IFA's and minor league draft calculated?

Used to be that I'd look forward to the International Amateurs in July and the draft but the last 6 or 7 games there hasn't been anything I'd even use for trade bait. It's the same for the other guys as it is for me so no disadvantage I'm just curious how the quality of the players is determined.

unless you had 100% accurate scouting setting, you likely just missed a few.

even so, there aren't great players in every IAFA class, nor in every draft class... but a lot more talent in the draft classes, of course, compared to iafa.

think of IAFA as a 4th or 5th round... it takes a near miracle for good talent to slip through. fwiw, the better talent that does show up for IAFA generation is better than a 4/5th round surprise, most likely. best you can hope for in round 4/5 is a middlig prospect... you can find stars occasionally in IAFA. IAFA -- figure 1 superstar bat every 3-7 years. likely some good players mixed in too during that time, but not many. nearly all iafa pitchers have horrendous move or control -- one or the other makes them unvialble for MLB in all circumstances except TCR luck changing those ratings. a few each year have a chance to be AAA/MLB borderline viable, and of those once in a while they are 'good' or better for MLB.

if you can distinguish these SP from the others, you must have 100% accuracy on. scouting is horrendously poor for these players. remember that if it is just generating players for IAFA it is Amatuer Scouting Budget, not international. scouting will improve with time and promotions. leave them in complex and even 2-3 years later their ratings are not as accurate had they gotten to A-ball etc in same time.

i'd assume increasing PCMs affect all created players for that league, but increasing it so that you see better quality in IAFA is likely going to cause some problems elsewhere with too much talent available.
