Quick help on Waiver Priorities

So, I tried to claim a player on waivers but was informed it was no longer valid because a team with higher priority claimed him.

Si my main question is how is the waiver priority determined?

Won/Loss record.

Up to the end of 1st month of season previous season record is used.

Specifically, the order is inverse W-L record in the league the team waiving the player is in, followed by inverse W-L record in the other league. League preference always comes first, so a 45-2 team leading the NL in win % will always win a waiver claim for an NL-waived player over any AL team, no matter what record the AL team has.
