Commisioner and GM account

The manual for setting up an online league say "Note: a commissioner cannot have a team. If the commissioner wants to play in the league, he needs to create a separate account for his own General Manager."

I know it seems like a simple question, but how does one go about doing this?

You could simply have an account as "Commissioner" for those duties and one under your real name for team-related duties.
