Under performing in Perfect League

So I first hit the perfect leagues in the '53 season and got absolutely destroyed to the tune of 59-103. The thing is, I didn't get there by fluke. I dropped down to diamond again for '54, went 92-70, winning my division and the championship. This pattern repeated several times. I'd make it up to perfect, get smashed, drop to diamond for a season or two where at worst I'd finish second in my division and make the wildcard, then back up to perfect. I've been stuck in perfect since the '63 season and haven't won more than 70 games. In some of these seasons that's made some sense looking at the teams in my division, they're just a lot stronger, but in others, like this season, I'll be dead last in my division with a team that looks stronger than, or at least on par with the #1 team in the division. Cards like live Mike Trout are vastly underperforming (currently slashing .185/285/249 with -.4 war) and even my stronger cards this season (live Betts and PoTM LeMahieu aren't far above average. My rotation is in a similar spot, and the bullpen is completely unpredictable, with my only reliable piece being live Kirby Yates. Buying 97 overall 2013Allstar Chapman was an attempt to strengthen the bullpen but he's been awful for two seasons now. I feel like there's something I'm missing with player usage, subs, innings limits/hooks, or something else that's causing my players to suck more than they should. Any insight would be appreciated.

I should add that because I've been stuck in perfect league getting smashed for several seasons now my income in-game has significantly reduced making it a lot harder to improve the team outright by acquiring new cards.

tl;dr: my team feels like it should be a lot better than it is. Can I do anything to make my current cards better?

There's only so much you can do with ballpark factors and strategy sliders and you have to plan for that in advance. Generally live players are not very good at perfect level as you are finding out. But many teams do well at diamond only to fail badly in perfect. Hamtramck was like that, only on the 5th promotion did it stay there and is even thriving now. Best bet is to start over in PT21 and join an active group on discord like BFF.

if PT21 upper leagues are at all like PT20 I don't think I'm the only one who will do a hard pass once they discover it...

(fortunately it looks like they've learned from their mistakes)

The diamond leagues will likely be fairly like the current PL's, but slightly easier. More importantly, teams that are over their head will demote more readily, so borderline teams won't get stuck at the top levels.
