Is there a reasonable way to have an Inaugural Draft in a Pro/Rel setup?

I've been mulling over ideas on setting up a promotion and relegation fictional league with at least five tiers and an inaugural draft. I don't want to do a straight draft and have every round have a hundred players drafted. Is there a way to draft ten rounds in the Top Tier, ten rounds in the Second Tier and so on? And then maybe start back at top after every tier gets to draft ten rounds? I don't know, just curious to see if anyone else has done anything interesting with this.

By default the game will create a separate draft in each league with a separate group of players using the Player Creation Modifiers.

I'd do the top league's draft first, advance a day, schedule the 2nd tier league's draft, etc.

Right, but I want one big pool of all the players dumped into one draft. I'd like to at least have the chance of the lower tier leagues getting some Tier I talent.

I think they can all share the same draft pool (it's been a while since I've played around with pro/rel), but you'd have to manually edit the draft order if you don't want a straight up sequential draft including all teams.

Yeah I forgot I can just edit the draft order, I've done that in amateur drafts before but didn't think about inaugural drafts.
