Files Needed for Zipped League File

Just curious. When I have a new league owner in an online league, what files / folders are needed in the zipped league file vs what files are optional? I'd like to keep the initial downloaded file for the new GM as small as possible.

The .dats and the accountsdata_gms.dat.
I usually just do the whole settings folder then they do not have to make on. It is not very big. Mine is 24KB.
