Scouting budget has a mind of its own

In 2028, my scouting budget was set at $1 million. In the 2028-29 offseason, I zeroed out my scouting budget, and didn't think about it again. Now I'm almost to the end of the 2029 season, and I look at my yearly expenses. Somehow, the scouting budget has set itself to $10.76 million. I have no idea how this is possible. Any thoughts?

I'm probably wrong, but it seems like I remember the scouting budget being automatically set at some percentage of the league average (50% maybe???) if one didn't put a value in there or if their budget is already in the red.

Hopefully someone with better info will be by soon.

Some version of this happened to you. Several things cause the budget to reset, among them a new owner, or you going into the red on the day new budgets are announced, or the year end rollover to name the most common times I have noticed issues. I've noticed that every so often the game resets my trade orientation from 'rebuilding' to 'normal'. I think that it is also a part of the issue. OOTP promos say the budgets have been reworked for version 16, so we should wait and see.

Scouting budget for your team or in league finances.

I believe you have have to .5 to 3 times the league scouting budget. If you are over budget the scouting budget is automatically set to .5 to help bring down the loss. Up to OOTP 15 the player development budget was not auto redone.

I think the only way to have a 0 scouting budget is to set scouting budget to 0 in league finance settings. That turns scouting off. If that is what you are trying to do you are doing it in the wrong place if you are setting your scouting budget to 0.

If league finances are resetting somehow then you are probably importing financials every year.
