Why does a CPU team waive one of their best players?

I play in Commissioner Mode in a fictional league and like to tinker and add players to teams, sometimes adding historical players, sometimes adding players based on people I know, sometimes just a player idea that pops into my head.

One of those I added is based on someone I know (though the in-game version is definitely younger; the in-game version is 22). She is a two-way player, a far better CF than they have without her; their CFer after they waived her and she was claimed was a big downgrade, and good enough at pitching that their manager puts her in the starting rotation-- and starts her in CF as well, without any forcing on my part.

Her personality is anything but a problem. She has personality class "Captain." Her salary isn't that high because she's not eligible yet for free agency. It's high for someone in arbitration years, but the team has no budget problems; its payroll is 20th in the league with the 5th highest budget. It wouldn't be rebuilding; they're in a pennant race with my team and a third-- and if they were rebuilding, I'd think they'd keep 22 year old star players to build around.

Any player I assign to a team I give a no-trade contract, or maybe they'd have traded her...which if they didn't see her as valuable (which I don't see why-- her overall is 60/80 and the CF who was playing when I noticed they'd gotten rid of her was 30something/80) I could understand. To want to waive her and give her up for nothing, that makes no sense to me.

I finally made a human GM and took over the team to force them to stop waiving her, but that's not a great solution either, because I have to take responsibility for roster moves to stop her from being waived again, and I don't want to have to worry about taking an additional team's players on and off the injured list and the like. For the recprd, her injury history shows she hasn't bee injured thus season, so that isn't a complication.

But the big question is why would the AI be so dumb as to think it was better off waiving her? If the scouting were that far off that I was seeing her ratings as much better than she was, I'd think the manager would see it and not start her (in CF or the rotation).
