Bench coach and base stealing

Been having an issue with getting my base runners to attempt to steal.
I play out every game, control pretty much everything I can.
My team has four everyday players with 70 or plus steal rating.
But it seems like more than 75 percent of the time, when I ask them to go, they just trot back to the bag.
Could my bench coach (Clint Hurdle) be an issue?
He's rated as above average in steals, but below average in aggressiveness on the bases.
That's another area I'd like to see improvement. Seeing way to many fast runners pull up at third on balls hit to the wall.

Anyway, now I don't want to turn every game into a track meet, but I'd like to rank better than 10th in the league in steals with 16 through 35 games.
It also bothers me, while I can't get my base runners to move, the opposition runs like crazy on me despite having catchers who are among the best defenders in the league.
Let them run, fine. But let me run as well.

If you're playing out the game then your bench coach's ratings won't affect baserunners attempting to steal. Sometimes the guys just don't go when you tell them to. I imagine it's the OOTP engine's version of a guy spinning his wheels or being quick-pitched and deciding to hustle back even though he had been given the sign.

IMO, the higher the steal rating the more likely your player will return to the bag if he doesn't get a good jump. that's how I like to think about it anyway.

never had much of a problem stealing, gotta keep sending him.

Do you do pitch by pitch or single pitch? Multiple opportunities vs. one
Pitchers hold ratings might be causing them to not take off and your pitchers might have low ones (like Noah Syndergaard - he gets run on by almost everyone)
