A historical draft talent pool should be in line with the actual draft. There are good and bad years. A typical year there might be 3-4 guys who have bright futures (consistent all-stars/HOFers or at least borderline HOF). Then another 10-15 guys who are solid fillers and occasional all-stars. Maybe another 20-30 who makes the bigs for a at least few seasons. The rest are just career minor leaguers.
I've noticed that even with the scouting set at it's lowest accuracy, that those 3-4 guys with HOF talent, are always gone within the first 10 picks even if in real life they were late bloomers and drafted late. Plus the other 10-15 guys who are "solid" borderline all-stars, will be gone no later than round 2. Which renders 95% of the historical drafts as pointless.
