Trading for International Prospects

Is there a way to make it so that I can trade for another team's player in their International tab? For example, the Dodgers have a player that I am interested in and I am sure they would flip a future prospect on their International team for a solid major league player. I have looked for some thing to check to make them available to be traded but have not found anyting.

They have to be promoted to the system before they can be traded.
