Create New Game/Add Minor Leagues/Edit Lower League

I have recreated this with both the Historical and Custom game creation. When a game is created and there are 3+ leagues in the world, I cannot select/edit the lower leagues. The game interface jumps back to the parent/top-level league.

I like to change the names of the minor league cities/teams before starting the league because it is a little quicker. Also like to check schedule length, rules, etc. All of this can be changed in edit league settings after creation if I play in "Commissioner Mode" but cannot be fully customized if playing "Challenge Mode"

Not a big bug, but I am curious if anyone else has encountered/observed this behavior.

Should have mentioned this...
I have a work-around and the game functionality is not the issue. Just tested another theory....

If the dialog window is big enough to display all of the sub-leagues without a scroll bar then the sub-leagues can be selected. If there are more leagues in the World that require a scroll to view, the game repositions the list to the top of the scroll and then displays the league where the mouse cursor is positioned. (not my most eloquent writing but, you get what I am saying?)

I enlarged the windowed OOTP game to show my 4 leagues without a scroll bar in the lower section and it allows me to select the lower sub-leagues.

Display/reolution issue... FYI - MacBook Pro 13 /2017. macOS 10.12.6
