A Neutral zone infraction is described as a defender being either even with or over the LOS. But it doesn't mention the offense.

He was clearly offside. It was the correct call. What’s worse, he was even looking at the ball and still was offside.

My mistake. I thought they flagged him for a neutral zone infraction. Upon further review, he was actually past the LOS. Something Cobra's cat can get right.
