That is Emery, but not with the 1961 Chattanooga Lookouts. It is from 20 years later when he managed the 1981 Charleston Charlies, the AAA team for the Indians. Here, for comparison, is a small photo from his stint as Waterloo Indians manager in 1980.

Facepack and Batters Pack have this guy in minors/Latin uniforms. Best I have is from this Pacific baseball card (download from Checkoutmycards.com) Too bad about their little watermark or the back photo would be great.
