Guys,
2 GM ratings for you:

For Pittsburgh: Dave Littlefield: I would say for hitters that he rates about a 4.5, due to the fact as someone said earlier that he keeps signing older players that take playing time away from Craig Wilson. Although, if Jason Bay pans out, he could be a decent outfielder for years to come for them.
On the pitching side, I would rate Dave Littlefield a 6.5, as the Todd Ritchie trade to the White Sox a few years ago gave them Kip Wells, who could be a front line starter if the Pirates would give him better offensive support and a better bullpen, and Josh Fogg, who still might turn things around.
Now, admittably, the Pirates still have a long way to go, however, I still would have to say that Dave Littlefield is a much better GM than Cam Bonifay. Which leads me to my next GM rating

Chuck LaMar: Tampa Bay Devil Rays: I would have to say that Chuck LaMar has assembled a slightly above average offensive staff with players such as Rocco Baldelli, Carl Crawford, Aubrey Huff, etc. And it looks like Piniella is doing a decent job getting some hustle from them. So on the hitters side, I would rate them a 6.8 (almost a 7, but not quite there yet, as to allow for the development of the rookies.)
However, the pitching here is a joke. Who do the Devil Rays have for their starting staff. Zambrano, Waechter, and Brazelton are the three I can think of off of the top of my head. For the bullpen, we have Carter, Baez, and not much else for talent, so I would rate Chuck LaMars ability to scout pitchers at about a 3.
However, I do look for more trouble with the Devil Rays in the future. The Devil Rays have Cam Bonifay as the director of player personnel here now. While Bonifay was the GM of the Pirates, he signed Pat Meares, and Derek Bell to pricey free agent signings (the Pirates are still paying for these), and also signed ridiculous contracts with players that really do not make a huge difference, such as Kevin Young, etc.
Anyhow, I've rambled on enough, its just I know that these teams could do well if they would look at the success of other small market teams, build through the youth, and just sign your quality free agents, and not ones that are just names to put people in the stands.
