I play historical so I can only answer from that prospective.
The answer to your question is...........Nothing. For historical play- IRL stats drive the ratings, ratings drive OOTP stats in addition to things like pitch type, velocity, etc.. For example Walter Johnson was a high strikeout pitcher. Therefore his "stuff" rating is going to be high. Since he is a starting pitcher he needs three pitches and since his stuff rating is good he will show good velocity. I think that is basically it. Now development lab might have some bearing in reverse. As his velocity goes up a little it probably influences the stuff ratings which will influence his stats. But this is a guess since I have never played fictional.
