Did you consider whether or not your scout favors tools? Because that will definitely change how the draft class looks initially.

Here are two draft classes from my fictional world setup using modern mlb. Scouting is set to 100% and have not messed with the pcms.

These are just two screenshots but on average there were 45 players rated higher than 70 potential over 15 simmed draft classes.

I do not see juiced prospects or classes in my fictional setup. I just finished a season so first day of the off-season but here is the next draft class as well as the draft class in 3 years (2060 vs 2062). Will share that I do have my scout assigned to scout anyone under 24 (under Scouting Priorities on the Scouting Tab)...so I do constantly get reports from my scout on HS and College players, as well as players in the minors.

No juiced drafts here either. Currently in year 19 in an all-fictional offline league.

Draft has come and gone, but by the 2nd round - it was 50-55's moving into 45's.

"Blue potential" players dried up before top 10 picks were done.

By 3rd round it was a game of "which 45 do you like best" and beyond the 5th round, it was grab bag time among all the 40's (or less).
