I'm having this problem as well. No error reports or anything, just that I added an entirely new world and that none of the nations, states, or cities within it appear anywhere when selecting the league nation for my fictional league.

Can you edit regions after a game has started. For instance I want to take Cuba out of Latin America, if I edit files now will it make the change?

Region needs to be included in nation editor.

Wondering if anyone has successfully created a "states as nations" world_default for OOTP19. I've been messing with it but can't seem to get it to work.

Anyone have an idea of how little data the world_xml file will work with? Coming up with a custom world is fun, but creating it can be a little daunting. If we have only nations without cities, for example, will things still run?

Having your cities numbered properly (89999+) is the most critical. I just recently added 300 cities to mine, virtually no GPS co-ords, and it runs just fine.

Just a heads up, but city id's should probably start at six figures instead of 90k. Noticing a lot of cities that have id's at 90k+
