I guess I don't see how this idea fits into the game, how does it work?
You are not the commisioner or an owner, you are a GM or GM\manager. So do you simply sit and wait until the owners and union work out an agreement? The only thing I can think of off the top of my head would be for the owner to order you to put together a team using replacement players. Where would these guys come from? A newly created pool or amatuers since you would probably not find enough real minor leaguers willing to cross the line? Can the AI owners call for a lockout? If the players can strike then this would need to be in too, wouldn't it? How does the strike get resolved? The owner personalities and the game generated player reps (does each team have a union rep?) and the union head get together to negotiate? What's the point since you, the player of the game, are only a GM and wouldn't even be involved? Too me this would be a feature that I would not want to see Markus spend any time on. Not because other things are higher on my list but because I see it as a total waste of time and not even worthy of a place on the list. my YMMV

You definatly have to act as either the owner or an owner's representative for this option to work. The only way I can see this option being fun and a challenge, it would be because you are invovled in the negotiations and the votes and what not. Or you take over as commissioner, which you can always do (GMs don't get to decide how the league is set up) and handle the situation solo.

I'm with MD. If the challenge was to be an owner, then yeah I think it'd be cool. Plus, I'm with others who want all the negativity left out. No steroids, no strikes, no Barry Bonds, etc.
