Okay, here are the 1982-2002 Quarterfinal qualifiers (as I think that is more indicative in this era than semi-finalists). And when looking at the stats, the answer looks to be the AFC and then CONMEBOL, as on no occasion has a team from the region, bar Brazil and Argentina, qualified for the last 8.
And CONCACAF look to have earned their current quota (certainly more so than CAF).

Here it is:
Code:
1982-2002 (the 24- and 32-team era):

Region AFC	CAF	CONC.	CONM.	OFC	UEFA	Total
Representatives	15	19	14	26	1	85	160
Ave. per WC	2.50	3.17	2.33	4.33	0.17	14.17	26.70

QFs 1	2	2	8	0	35	48
Average	qual.	0.17	0.33	0.33	1.33	0.00	5.83
Exp. qual. ave.	0.75	0.95	0.70	1.30	0.05	4.25

One of the greatest headers of a ball I've ever seen also one of the nicest guys you could ever wish to meet, Celtic did ask him to comeback to Glasgow but he said he had given his word to Helsingborg even though Celtic offered him more money his word meant more to him, pity more sportsmen can't be like him.

If he scores in the World Cup he breaks a record or equals one can't think which it is so even though I'm an England fan I hope he scores tomorrow or in the next round if they go through.
