They make up half the numbers because they are good. In fact i've heard some talking heads for more European places in the tournament

Football has historically, predominantly been a European game; the world cup semi finalists have been European + Brazil, Argentina and Uruguay in the early tournaments - plus Chile in 1962, USA in 1930 and South Korea in 2002. It's probably because the AFC and especially their countries didn't want them. Same with Israel.
