If John Lester Johnson is just a notch below Sam Langford, then why is he rated a 4 and Sam is rated a 10?

Yet Johnson's record [according to Boxrec] is only 26-21-2 [14 KO]. Why? A 4 for a guy with a pretty even fight record seems okay. Alonzo Johnson is a 4 with a similar record. Opponents obviously make the difference, of course, but something else must be at play. Was he out of shape half the time? Was he older and went downhill fast, hanging on for pay days? Was he robbed of victories because he was black in a time when he had to fight for the "colored" HW title? Were Dempsey's opponents to that time total mugs? This is one guy who seems to be better than his record. A 4? A 7? What is a "notch" below? Some times we gotta "tweek" them as we learn more about our fighters.
