What I hear is Garcia wants to go to Tampa and play for Gruden. Also, the Mucc in Detroit might want him to mentor Harrington.
I agree he'd be a real good fit in Miami, but the "revamped" personnel machine of Wanny-Spielman decided to resign Fiedler this week, thus completing the great offensive overhaul as was promised all along. Now instead of Griese at backup they have Feeley. That should be more than enough to get them past New England. (if you can't read into it, the sarcasm dripping from my words is venomous)
