Balanced schedule (11 teams x 12 for a 6H/6A)

The breakdown of when played:

• Mondays and Thursdays are off days throughout the season rotating to allow no more than nine games played consecutively.
• Season is set to start last Friday in March.
• Season concludes last Sunday in September
• All games in April are played on weekends.
• A week long break to occur the first week in June.
• A weekend break to occur the first weekend of July.
• All-Star Game is the fourth weekend of July.

The scheduling format is as follows:

The breakdown of when played:

• 84 games versus divisional opponents (12 x 7 for 6H/6A)
• 48 games versus interdivisional opponents (8 x 6 for 3H/3A)
• Mondays are common off-days
• Season is set to start last Friday in March.
• Season concludes last Sunday in September
• All games in April are played on weekends.
• A week long break to occur the first week in June.

• Season is set to start second Thursday in October
• Season concludes end of January/early February
• All-Star Game scheduled for first Monday in January

This schedule is written for an 80 team tournament. The tournament consists of eight groups, each with ten teams. This consists of round-robin play within the group.

I'm looking for this exact schedule (number of teams/games/etc), with one minor change:
The schedule that I'm looking for, starts with 21 games in the division, and ends with 21 games in the division. The 90 games in between, can be arranged in any way
Are you able to help me by rearranging the schedule to meet these requirements?
