Save the league to another folder, make a note of your license number and you shouldn't have to pay again.

i unlicense the game, uninstalled , reinstall and then i moved my league folders back into the ootp5 folder and the game still said the same message
the order id # was right

At what point do you get the error message? Is it before the game opens up or after you get in and try to open up a league?

Did the game ever work for you yet ? or did it "break" after you installed directX ? The fact that you uninstalled everything and then reinstalled and are still having problem point to 3 things...

1. Never did work - possibly a problem with your PC
2. DirectX broke it - what kind of video card do you have
3. You didn't do the uninstall/install correctly

Give us more info and we'll see what we can do.
