This was changed in OOTP20. I still have OOTP19 and OOTP20 and after some testing the recovery changed between these 2 versions.
MLB clone set up to emulate real life 2009-10-11. No significant changes, other than what I indicated in previous post.

Below shows the change in the typical recovery cycle for starters between versions. At the top how it was before OOTP20 and below how it is since.
