I mentioned this in another thread as well, but you're misunderstanding how this works. I'll go into a little greater detail here.
The game simply doesn't display potential of players over 30 greater than their current ratings on the profile screen, because they're irrelevant if higher than the current ratings. If you want to change the potential of a player over 30, you can do so. It merely won't display on the profile screen unless you also change the current ratings as well.
However, if you go ahead and also change the current ratings as well, the new current and potential ratings will show on the profile screen then, up to the level of the current ratings even for players over 30.
If you want players to be better when their older, you need to change the current ratings anyway to increase those. Changing the potential for older players without changing the current ratings never did anything to change their career arcs in any version of the game, even in the past versions where the potentials greater than the current ratings displayed on the profile screen if higher than the current ratings.
Changing the 'actual ratings' of older players doesn't do little, it's the main thing that does affect their performance level. It's changing potential that does little, and that was true even in past versions of the game.
Of course if you only change the current ratings a little then it will only provide a little effect. If you change them a lot though, they provide a major effect
