The modifiers ARE quite different. I did this to try and mimic the offensive environments, which can vary pretty heavily by conference. If you're looking for nation-wide modifiers, the Big Ten modifiers are pretty close to national averages.

Is this mod for OOTP 21? When I try to load it on OOTP 21, it says that this mod was created for another version of the game.
