You can already do this in OOTP. Last part of the world_default.xml is the "World All" region that has every country listed. Copy paste that region, edit it to:
Code:
<REGION id="81" sort_order="1390" name="DSL Qualified Players">
Then remove the nations of 4 36 79 151 202 206 229 , which is the US, Canada, and the territories.

After you edit, you can go in and just go into the database part of the settings and reload the world_default.xml file, and you'll see the new region to set for the DSL.

Like what was said above, the region is what foreign players are determined from, so this will allow everyone except US/Canada/Territories.
awesome!

Then ignore the post and move on. This discussion has gone a lot longer because you felt the need to complain.

(And wow... talk about privilege...)

Don't apologize. I consider myself a very political person but I know when it's appropriate to post politics and when it's not. Someone's joke doesn't mean it's EVERYONE'S joke. Want to talk about politics? Get a twitter account like I did. Here it's just about baseball.

I would very much like to have a required nationality or region on a TEAM basis rather than just a LEAGUE basis. Creating an international baseball league with teams in different countries, a major roadblock is restricting the French team from only having players form France, the German team having players only from Germany, etc.

Europe doesn't work that way. For example, the best German football side has less than 50% German players on it's team. Doing anything like that would be illegal in Europe, it would be like forcing the Giants to use only Californian ballplayers.

To the best of my recollection you could still do this on the creation but the problem is I don't think there's a way to restrict transactions with the same limitations so very soon you have a mixed group anyway.

In the Olympics 100% of the German team is Germans. And forcing this situation is exactly what I'm interested in.

Select player nationality by team instead of by league create the system you desire. I set up leagues like this all the time.

Exactly, as my point above. But you'll have to severely limit any transactions or do them all manually or soon it's forcibly integrated.

Nope - just 100% of them have German citizenship

For all intents and purposes, they're all German.

I do not trust myself to do this, so I am wondering if you have an amended fileI could just copy into the folder?

It's just a simply copy/paste of everything between and including the <REGION id=80> tag, rename the pasted one to 81, and up the sort order, and remove the countries you don't want.

You can do it, even IF you're a Penn State Fan...
