Indeed. Makes total sense. I guess in this instance I was using the term 'scouting' differently then you. I.e., I look at any item that requires scouting to reveal (regardless of accuracy) as a scouting 'rating'.

What you said makes total sense. It's peaked my curiosity however. Are there any other ratings or items that a scout will get 100% accurate? (i.e. identify the exact rating of, no 'fog of war'.)

Velocity does vary based upon scouting observations. Don't take my word for it, go into an established league and compare scouting observations from your scout and OSA at the same point in time. It won't take too long to find pitchers with different velocity estimates from your scout and OSA as of the same date.

That doesn't happen. Check the dates on the scouting reports.

I know for a fact it's not supposed to ever happen, and I also just checked 100 pitchers in an established league and OSA and my scout reported the same velo for every one of them, so I'm not sure what you're seeing.
