I think a revamped system ought to use the metro area population because you can draw fans from across a metro area, not just from the urban core.

I think when MLB, NFL, or NBA look at potential cities they look at a metro area, (suburbs included), not just the core city population.

I agree. It would be nice for my regular fictional team, the Cave Creek Chilitos, to draw more of the Phoenix/Maricopa population.
