i am gonna try to do custom uniforms for my EBL can i use irfranview for this? i tried downloading PSP free form download.com but could never get it to open for me...what other free programs r out there? i like the tutorial i saved it will print it later on if need be.

I think far & away the best free paint program is Paint.net for these reasons...

1. It's free
2. It's intuitive, and there's a simple straightforward online tutorial
3. There are numerous user-created how-to tutorials
4. It allows layered graphics and transparencies
5. It operates similarly to Paintshop
