Had until recently, yes. It's been scrapped -- every second South American has a Spanish/Portuguese/Italian passport anyway. The restriction was pretty pointless to begin with.

The rule as mooted - that 6 of the starting XI must be homegrown - is a nonstarter. It would allow clubs to have as many foreign players as they like in the squad, but restrict the starting XI.

What happens when a team's best 3 English players are injured, and the backup players in those positions are foreign? They're not allowed to play. Managers would have to play players out of position, or use kids from the reserves. If it ever were implemented (which it won't be), it would be dropped after the first season when Man Utd have an injury crisis and no fit English centre backs.

The basic idea is to ensure that there are positions available within Premiership squads for young emerging homegrown players, to get experience at that level and protect the national teams. That's a reasonable objective.

A more realistic method would be for a maximum number of foreign players (or a minimum of homegrown players) to be included in the 'eligible' squad at the start of a season. This would need certain safeguards, as reserve players would still be able to play in the league (either developing fast - preventing them playing would counter the original objective - or to fill in for injuries), so there would need to be rules (appearances in previous seasons, for instance) to prevent Ronaldo or Fabregas being listed as "reserve" squad players. A decent balance might be that half the formal first team squad should be homegrown.

But then, what's homegrown? English only? UK nationality? Should Irish be included - officially not, but traditionally England is the 'home' league for Irish players (and many fans).

How about simply changing the way national teams are constructed? Forget about nationalities, just assign players according to the location of their professional teams!

And I believe even then, they amended the rules so that South American players can gain Spanish nationality within 2 or 3 years rather than previously where I believe it was 5.

I have to disagree on this. I think Americans enjoy watching the best quality the sport has to offer, not the best quality of American athletes. Suppose more Japanese and Latino players came into the US, I suspect Japan would get much more angry than America. In fact I think there would be a significant backlash in the US against "Americanizing" the game. First you would have special interest groups claiming discrimmination and then you would have fans in Cleveland or LA or whatever good team is made up predominantely of foreigners saying "No way," to proposed roster changes. You also have to consider a "free market" way of doing things is so ingrained into the American psyche as compared to England that I really do think America would outright reject "Americanizing" pro sports leagues.

Now granted, MLS has a provision for it, and that is a different animal altogether as it was intended to be a sort of developmental league to begin with. It was never seriously intended to be in direct competition with the great football leagues of the world. It's purpose was to promote growth of the game in America, not be the pre-eminent league of its kind. Besides it's not exactly in the same company as the NBA, NHL, or MLB. It's hardly a blip on the American sporting landscape.

Hrm, it's just some people in UK worrying about the development of sports in their own players, because 50% of the pro players are foreigners.

Considering people are already complaining a lot about and doing a lot for the low percentage of black players in MLB, I don't see how your point.

There surely will be some people in the US, as the equivalent of some people in UK right now, worrying and talking about the development of sports if 50% pro league players are foreigners.
