So as a side note, let me break down the problem here:
If you deactivate the waiver option , you won't get notified of the players you signed/traded and they'll remain who-knows-where for a long time unless you check them out using the transaction news (a pain to operate from there, too) or from the roster page listing ALL players from the organization.

You deactivate the waiver option, you get punished.

Sounds like a serious problem that needs to be fixed.

Okay, I created a new universe just to test the issue.

No 40-man roster. No DFA.
Toggle 40-man roster on. No DFA.
Toggle Waivers on. No DFA.
Toggle Waivers off. No DFA.
Toggle DFA from 2 days to 10 days. Yes DFA.

Am I the only one seeing the problem here?

Again, it only needs to be fixed if it isn't already, and there's no indication that that's the case. I've just tried two leagues (one with waivers turned off right from the start, the other with waivers being turned off in the middle of the season), and everything works fine...DFA window is there, the waiver window is there with waivers activated and it's gone when they're disabled, both signed and traded players show up in DFA as they should, and the DFA notification works fine once the DFA time limit is up.

I'm sure I'm running with the 1.0.2 patch, clean install (i.e. deleting necessary files as instructed by the patch notes).
Version: 1.0.2.12252

I'm creating another universe and this time I'll specify my step-by-step settings.
1. Add historical major league.
2. Starting Year 2006. Loaded Lahman Base from Year 2005, keeping the stats from 2005 season in player career stats checked. Proceed to import league.
3. Add minor leagues (all levels).
4. Options->Allow Draft Pick Trading checked.
5. Start game. Default manager.
6. Manager Homepage->Play in Commissioner Mode.
7. Manager->Available jobs->Toronto Blue Jays->Apply as GM.
8. Toronto Blue Jays->Transactions->Overview->No DFA.

Many thanks for the step-by-step instructions. It appears this problem only shows up in historical leagues...no wonder I couldn't reproduce it before, I'd never tried historicals.

Yeah, probably.
I've started a new league (yet again!), this time not historical, just default MLB league.
The DFA section is there even before the inaugural draft begins.
I even disabled the 40-man roster/waiver rule/minor option years/rule 5 draft at the beginning and still the DFA worked fine.
So it's probably only happening in historical leagues.
You think they'll look into this problem though?
It's still happening in 1.0.2 patch. I'm sure people will still be playing historical league in future patches.

BTW, just occurs to me that it might have something to do with creating a MLB then using the Add Minor Leagues option to create sub-leagues.

And the plot thickens...during historical league creation, if you enable the 40-man roster and change the DFA limit to something other than the default 2 days, the DFA window shows up properly.

Given that 2 days is the minimum value selectable, it almost seems as though it's treated as "disable DFA", but only in these specific circumstances. (Using 2 days works fine in fictionals, and starting a historical with >2 days and then changing back to 2 days also works.)

Played around with the DFA length setting some more, and 2 days indeed seems to work fine in every other conceivable set of circumstances. But...

I just realized there's one other scenario in which there is no DFA list...when there are no minor leagues, because in that case any signed/traded-for player automatically gets dumped onto the reserve roster. So the problem might be that some kind of variable fails to reset when you add minor leagues to a historical setup, and the game still thinks you're running with a reserve roster and don't need a DFA area.

I think that's supported by the following: While creating the historical, if you change the DFA to >2 days and immediately change back to 2 (even before you actually create the game), that's enough to make the DFA area work. So the "2 days" setting apparently works correctly after all, it's the entire "enabling DFA" mechanism that's busted somehow.

FWIW...I had the same issue early on (I couldnt find Carlos Delgado!!). I deactivated waivers the same way I saw in this thread before patch 2.

I didnt get too far in my league to not turn back...but I do understand your frustration all the same.

Ya...I think I can continue my game with this knowledge. Once fixed by resetting the DFA it would work from that point. I just hope this gets fixed for future historical league players.

I'll see if I can rustle up some attention elsewhere now that we know exactly what's going wrong...given that this is happening with the default settings, it pretty much ensures that more people are gonna run into this sooner or later, so this should really be fixed, even if there's a workaround.

another problem I have with traded players is the player refusing to sign a contract and going to another team - I lost 2 players - the one I traded, the one I should have gotten but wouldn't sign and 2 million dollars. the other team got a gift on that one.
