Tips for fictional league

Hi, everyone!!
Need some tips, maybe algorithms for managing my fictional league.
Here is little overview.
Currently, it's 2 sub-league, 4 teams each (total of 8) with no minors. 30-man major-league rosters (16 pitchers, 14 position players). I simmed first 25 seasons, deleted history and now it's first-first season. I don't plan any expansion in foreseeable future.

I want to add college/high school leagues after the first season, to cover mentioned 8-team league with enough players through draft, but implement first rookie draft 3-4 seasons later (let's say in season number 5), like "oh, we've got some great youngsters in last few years, but how do we share them equally between teams".
And, at the same time (before 5th season) add some level of minors - prefer AAA and R levels (other levels to add later). Like "now, we draft youngsters, but where will they play". If I can add a couple of independent 8-team leagues after season 2, where those youngster can play and then transform it into affiliation leagues before season 5, that would be ideal.
In the meantime (while there's no draft) those who's finishing high school or college, might be added to FA pool.
And, also, after end of first season (or, maybe second if it's better), I plan to add a couple of winter-leagues where those college/high schools players can get extra playing time (along with youngsters from current rosters and international amateurs), if it's even possible.

So, what I need is some tips how to execute this little plan. Maybe some algorithms, what settings to prefer and so on.

Here's what I do when I start a new league. I create a new fictional league and call it "test league" this where I implement my ideas. I believe everything you mentioned you can accomplish. If my test league fails or doesn't look and behave like I want it to then I just start another test league and keep going until I get it right, writing down everything I did and what the outcome was.
