Scout as assistant coach

Is there a penalty for training if I set a scout with lower coach rating as an assistant coach?

He has better coaching ratings (goalies and physical training in this case) than my current assistant coaches, but I'm not sure if it's worth it because of his coach rating.

Did some testing in custom games changing different variables simulating same season over and over again trying to find out what affects player training some time ago and my conclusion was that its completely random. You can forget about training screen since it makes no difference whether player is marked in offense/defense/physical or not. Literally zero. Complete randomness. What seems to matter is which line he plays on based on his skill level, but then again sometimes if player was left scratched for whole season he had better stats at the end of season than when he was playing so who knows
