Help with thin draft pool in historical 1989 league

It's our first year in an online league historical league (1989) and our draft class reveal only created 169 players in the draft pool. I tried to delete the pool, reschedule reveal date and the same pool showed up each time.

I searched all evening and read some threads, but nothing seems to fit the same issue.

Does anyone know a way where we can simply have the legit 1989 pool in game? Can I import it somewhere, somehow? I see the option under "actions" inside the draft pool to "import draft pool", but I have no clue where I'd pull that from.
