OOTP Rating changes

So I have had this question for a long time and no one has really answered it. In OOTP, how do the rating system for players work, both now and potential? Are they suppose to change randomly every time I save and exit the game and then load the game? Are they suppose to continuously change throughout a season? Go from 2 stars to 2 and a half stars just on a regular day? I have had it happen to me that when I exit and then re enter, the stats are different. This has been happening to me since I had OOTP 17. I have sent in ticket after ticket and I have never gotten a definitive answer. That is why I keep coming back to this forum. By the way, this seems to happen more when I create expansion teams as opposed to just playing a real team. I use accurate scouting so no opinions on a player's ratings. The ratings are 100 percent right. Now if the ratings are suppose to change randomly throughout a season and during the off season then that is fine as long as other teams' players have the same thing happen to them.

Once I have a definitive answer to how the ratings are suppose to work and my questions are answered, I will buy OOTP 22.
